On the 4^th of February Elena Bonner appealed to PACE to convent an extraordinary session of Parliamentary Assembly of Council of Europe for thorough examination of the situation with the case of journalist Babitsky.

This case deviated far from framework of particular and home case of Russia, the state - member of PACE.

In the case of Andrei Babitsky the authoritative structures of Russia clearly demonstrated their complete negligence for responsibility taken by them to defend fundamental rights and freedoms (including thoroughly regulated by the documents of Council of Europe responsibility to further and protect the professional activities of journalists). Moreover, Russian authority clearly demonstrates that in the present it succeeded to withdraw itself from legality and to convert all the legal institutions into obedient instruments in its own hands. This eliminates the fundamental criterion of democratic society - the equality to the law.

Parliamentary Assembly of Council of Europe has in its disposal the actual levers for stop this process and to save the life of journalist Andrei Babitsky, that is the main our goal for today.

I appeal to convent an extraordinary session of Parliamentary Assembly of Europe which will give the possibility to persuade or to compel Russia to set the journalist free and to open all the true circumstances of his imprisonment.
